Voting decision in view of elections in Rajasthan State Cabinet meeting

Jaipur, India. A meeting of the State Cabinet was held at the Chief Minister’s residence on Sunday under the chairmanship of Chief Minister Ashok Gehlot. In the meeting, decisions were taken to form Rajasthan Logistic Service Delivery Corporation to protect the interests of contract workers, to increase promotion opportunities for on-charge personnel and to approve the draft of Rajasthan Waqf Rules-2023, allotment of land and property to more than 80 social institutions. Many important decisions were approved including giving a government job to the victim of the incident.

Contract workers will get remuneration without deduction

Now the practice of appointing personnel on contract in government departments through placement agencies will stop in Rajasthan. Now a major decision has been taken in the Cabinet by the State Government to constitute Rajasthan Logistical Service Delivery Corporation (RLSDC) as a government company.

With this decision taken in the Cabinet meeting, registration/selection of skilled and unskilled candidates in various government departments and institutions can be done in a transparent manner. Contract workers will be freed from exploitation and provided appropriate remuneration. Trained personnel will be available in various departments. The state will benefit from the skills of the personnel.

In this, the contract workers working before January 1, 2021, will be taken directly as per requirement through the newly formed government company, so that they will get full remuneration without any deduction. Till now the agencies were exploiting the personnel by making various cuts.

RLSDC will be registered under the Companies Act-2013. This will be a company fully owned by the state government. In this, the Chief Government Secretary of the Administrative Reforms Department will be the Chairman. Besides, Principal Secretary of Personnel Department, Principal Secretary/Government Secretary of General Administration Department and Labor Department, Government Secretary of Finance Expenditure Department, Director of State Insurance and Provident Fund Department and persons nominated by the State Government act as members. do.

Approval of draft Rajasthan Waqf rules by Cabinet

In the meeting, the Cabinet approved the draft of proposal and notification related to Rajasthan Waqf Rules-2023 under Section 109 of the Central Waqf Act-1995. With the implementation of these rules, Waqf works will be executed with more ease, clarity and transparency. It is noteworthy that under Section 109 of the Central Waqf Act-1995, the power to make rules for operation of Waqf works is vested in the state government.

Personnel in charge will get promotion opportunities

In the meeting, Rajasthan Forest Subordinate Service (Amendment) Rules-2023, Rajasthan Subordinate Engineering (Building and Roads Branch) Service Rules-1973, Rajasthan Engineering Subordinate Service (Irrigation Branch) (Amendment) Rules-2023 and Rajasthan Engineering Subordinate Service (Public Health Branch) were discussed. (Amended) Rules-2023 were approved.

With this decision, promotion opportunities will be provided to the in-charge personnel of these departments by bringing them within the ambit of departmental service rules. It is noteworthy that earlier the work in-charge personnel were retiring from the same post on which they were appointed.

Approval of Rajasthan Prosecution Subordinate Service (Amendment) Rules-2023

Rajasthan Prosecution Subordinate Services (Amendment) Rules-2023 were also approved in the meeting. With this decision, one can avail the benefit of relaxation in upper age limit for recruitment in Prosecution Subordinate Service. Also, 5 percent relaxation has been given for Scheduled Caste and Scheduled Tribe candidates in the provision of minimum marks in the main examination.

Amendments to the Rajasthan Technical Training Subordinate Services Rules, 1975 were also approved in the meeting. With this decision, qualified candidates of new branches of engineering, who have been selected through direct recruitment to the post of Assistant Professor or Superintendent and are working in the department, will be able to be promoted to higher posts.

Approval of Rajasthan Education (State and Subordinate) Service (Amended) Rules-2023

Rajasthan Education (State and Subordinate) Services (Amendment) Rules-2023 were approved in the meeting. This decision will upgrade the current educational scenario in Rajasthan. There will be ease in the process of filling the posts. Difficulties in promotion will end and more opportunities will be available. Also, new qualifications can be incorporated as per the current requirements for direct recruitment.

Approval of Rajasthan Renewable Energy Policy-2023

The Cabinet has approved Rajasthan Renewable Energy Policy-2023 for renewable energy promotion. With this, 90 giga watt capacity projects will be established in the state from renewable energy based projects by the year 2030. Possibilities for investment and employment in the state from these related units will also increase. It is noteworthy that in the year 2019, Rajasthan Solar Energy Policy 2019 and Rajasthan Wind and Hybrid Energy Policy-2019 were released by the government, due to which renewable energy plants of more than 23 thousand MW capacity have been established so far. Rajasthan ranks first in the country in renewable energy and solar energy capacity installation.

Land allotment to more than 80 institutions

The Cabinet has taken a major decision to allot land at concessional rates for community purposes to more than 80 social institutions for educational, social and economic upliftment in the state. Among these, the applications received from Jaipur, Jodhpur Development Authority, Rajasthan Housing Board, Urban Development Trust Bharatpur, Bhilwara, Barmer, Bikaner, Kota, Sawai Madhopur, Udaipur have been approved.

Land allotment in Jodhpur-Bikaner for solar project

910.5412 hectare land in village Bhadla of Tehsil Bap of Jodhpur will be allotted to M/s NTPC Renewable Energy Limited at a conditional price. 500 MW solar project will be established here. Besides, 596.04 hectare land will be allotted to M/s NTPC Renewable Energy Limited at conditional cost for setting up 370 MW solar project in village Kalasar and Jognath Nagar in Bikaner. The Cabinet has approved both the proposals. This will increase solar energy production in the state. People will get employment opportunities and revenue will increase.

Land for processing plant, investment of Rs 110 crore

M/s 3S Minerals Processors Private Limited will be allotted 38.3500 hectares of land in village Mamadev, Udaipur for setting up the proposed Secondary Rock Phosphate Beneficiary Processing Plant. The Cabinet has approved the allocation of land reserved for industrial purposes. With this, there will be an investment of about Rs 110 crore in the state and 800 people will get direct and indirect employment.

Leather Craft Development Board will be formed

The Cabinet has decided to constitute Rajasthan Leather Craft Development Board. This will increase the income and standard of living of people related to leather business in the state. Employment opportunities will also be created. This board will work for the overall development of leather artisans and economic upliftment of skilled leather handicraft workers and entrepreneurs in the state.

Dhariyavad victim will get government job

The Cabinet has taken a sensitive decision to give a government job to the victim from Dhariyavad of Pratapgarh district. The victim will be appointed to the post of Class IV employee in the local government school of the Education Department. This will enable social rehabilitation of the victim. The Cabinet has approved the proposal for appointment by providing relaxation in the Rajasthan Class IV Service (Recruitment and other conditions of service) Rules, 1999. The Cabinet has also condemned the incident that happened with the Scheduled Tribe woman.

Formation of entities in the management of RICs and MICs

Rajasthan International Center (RIC) Jaipur and Marwar International Center Jodhpur (MIC) will also be operated on the lines of India International Center New Delhi. The Cabinet has approved the proposal to create Jaipur and Jodhpur Convention Center Management Institutions under the Societies Act as autonomous institutions for the management of RIC and MIC. It is noteworthy that centers have been operated to encourage intellectual and cultural activities in the state.

Pay scale increased in various services

The pay scale will be increased in Rajasthan Administrative Service, Rajasthan Accounts Service, Rajasthan Police Service, Rajasthan Forest Service and Rajasthan Insurance Service cadre. The present pay level L-23 of Higher Super Time Scale posts in these services will be increased to L-24. For this, the Cabinet has approved the proposal to amend the Rajasthan Civil Services (Revised Pay) Rules 2017.

Approval of the draft of Gandhi Study Center Society

The Cabinet has approved the format of Mahatma Gandhi Vidyapeeth: Gandhi Study Center Society. This will pave the way for the establishment of a new institute by registering the institute in the Society Act. This center is being operated in Central Park Kanak Bhawan located on Tonk Road.

Provision made for Direct Debit Mandate with Government Securities

In the meeting, it was decided to provide consent to the loan applicant institutions of the state for Direct Debit Mandate with government security for sanctioning loans from financial institutions like Public Sector Undertaking REC, PFC of the Government of India. taken. With this decision, keeping in view the financial condition of the loan applicant institutions, it will be possible to easily raise additional financial resources for various development activities at their level.

‘Global Institute of Integrative Healthcare, Education and Research’

Laxity in matters related to establishment and land allotment

The Cabinet decided to allot land to the Charitable Trust ‘The Liver Care Foundation’ for the establishment of ‘Global Institute of Integrative Healthcare, Education and Research’ in village Batana in Neemrana tehsil of Alwar. With this, people will get medical facilities at concessional rates. Besides, employment opportunities will also increase.

Land allotment to two institutions in Sirohi

In Sirohi, land will be allotted to Bhil Social Service and Development Institute and Turi Bhat Social Education Service Institute for social institute and hostel. With this, people and students from all economic and weaker sections of the society will get residential facilities. The Cabinet has approved the proposal to allot money to institutions at concessional rates.

Respecting public sentiments, changing names of colleges and schools

In the meeting, it was decided to name 4 government colleges of Jaipur. Government College Kanwar Nagar Brahmapuri Jaipur has been named after Shri Radha Govind Government College Kanwar Nagar Brahmapuri Jaipur, Government Girls College Gangapol Jaipur has been named after A.P.J. It was decided to name Abdul Kalam Government Girls College Gangapol Jaipur, Government Girls College Gangauri Bazar Jaipur as Maa Shabari Government Girls College Gangauri Bazar Jaipur and Government College Jaisinghpur Khor Jaipur as Jyotiba Phule Government College Jaisinghpur Khor, Jaipur. College in the name of Rao Gogadevji and Shaheed Rupaji Karpaji

In the meeting, it was also decided to name the Government Girls College, Sekhala District-Jodhpur Rural as Rao Gogadevji Government Girls College, Sekhala District-Jodhpur Rural. Also, it was decided to name the Government College, Bengu District-Chittorgarh as Shaheed Rupaji Karpaji Government College, Bengu District-Chittorgarh. The Cabinet has decided to name Government Girls Higher Secondary School, Bagru as Smt. Indira Mayaram Government Girls Higher Secondary School, Bagru and Government Higher Secondary School, Rowada (Tehsil Shivganj, Sirohi) as Shri Sardulsinghji Data Government Higher Secondary School, Rowada.

Land will be allotted to Rajyoga Education and Research Foundation.

Rajyoga Education and Research Foundation will be allotted land for the Ancient Indian Rajyoga Training and Research Centre. The Cabinet has decided to allot at concessional rate in Pratap Nagar, Sanganer Housing Scheme of Rajasthan Housing Board. This will lead to social and spiritual upliftment of mankind.

Revenue Minister authorized for redefinition of boundaries of newly formed districts

The Cabinet has authorized the Revenue Minister to dispose of the memorandums received regarding redefinition of the boundaries of certain newly formed districts.

Rajasthan Prakrit Language and Literature Academy will be established

The Cabinet has approved the establishment of Rajasthan Prakrit Language and Sahitya Academy and approved the related legislation and Memorandum of Association. With the establishment of the academy, literature in Jain language will get protection. Besides, a directory of high-level texts, manuscripts, literary corpus, glossary etc. of Prakrit language will be prepared, through which the general public will get information about this language and the Prakrit language will be enriched.
