Assembly Elections-2023 : Ban on loudspeakers from 10 pm to 6 am

Raipur, India : The Model Code of Conduct has become effective with the release of the program for the Assembly Elections-2023 by the Election Commission of India. In view of the Assembly elections, Collector and District Election Officer Pushpendra Kumar Meena has completely banned the use of loudspeakers in the district from 10 pm to 6 am, using Section 04 of the Noise Control Act-1985. This order has become effective immediately.

During elections, all political parties, their workers and people sympathizing with them use loudspeakers to promote their party. These loudspeakers are used not only permanently but also by keeping them moving or stationary on various vehicles like jeep, car, truck, tempo, three-wheeler scooter, cycle, rickshaw etc.

These vehicles run on all the streets, roads and by-lanes and go through villages, settlements and colonies broadcasting very loudly through loudspeakers. The use of loud speakers at high volume causes a lot of trouble to the restless students, the elderly, the weak, the sick, whether in a hospital, institution or at home.

Use of loudspeakers in elections

As per the order of the District Magistrate, the use or getting loudspeakers used in the rural and urban areas of the district from 10 pm to 6 am will be completely banned. Sound amplifiers can be used on vehicles for election campaigning and in election meetings in urban and rural areas from 6 am to 10 pm only after the permission of the competent authority, but such sound amplifiers will be of ordinary type and of medium volume. Experiments will be done in voice only.

Vehicles and election meetings

Keeping in view the public welfare, the use of loudspeakers with long robes will be completely banned. Installing more than one loudspeaker in groups in vehicles and election meetings will also be prohibited. Shri Ashish Dewangan, Commissioner Municipal Corporation Risali, posted in the district headquarters, has been appointed as the competent officer for installing sound amplifier devices on vehicles for election meetings and election campaigning. You will be able to submit applications for permission within the prescribed time limit in room number 28 of the District Office, Durg.

Their link officer will be Joint Collector Deepak Nikunj. It is mandatory to obtain prior written permission from the competent authority before use. At the same time, the recipient will also ensure that there is no violation of the Motor Vehicle Act.

Rural and urban areas

In rural and urban areas, sound amplifying devices can generally be used from 6 am to 10 pm after obtaining permission from the competent authority, but in educational institutions, hospitals, nursing homes, court premises, government offices, hostels, Municipal Council, District Under normal circumstances, the use of loudspeakers within a distance of 200 meters from Panchayat, any other local body office, bank, post office, telephone center etc. is completely prohibited. This order will be effective with immediate effect and will remain in effect till the end of the elections.

Keeping in view the Assembly Elections-2023, Collector and District Magistrate Officer Pushpendra Kumar Meena has issued a ban on organizing election campaign meetings and meetings as per the restrictive order issued under the Chhattisgarh Noise Act 1985 regarding the use of loudspeakers. Commissioner Municipal Corporation Risali Bhilai Ashish Dewangan has been appointed as the competent authority regarding the use of loud speakers, use of loud speakers in campaign vehicles, determining the route of the procession, granting permission to take out the procession. Their link officer will be Joint Collector Mr. Deepak Nikunj. The appointed competent officer will register the receipt of applications for permission in his office and will give permission for the use of loudspeaker by granting permission in the attached form and subject to the following conditions. Loud speakers can be used for election campaign only from 6 am to 10 pm, even after getting permission from the competent authority. Generally, loudspeakers can be used for public meetings, campaigns and processions only from 6 am to 10 pm, even after getting permission from the competent authority. This order will be effective with immediate effect and will remain in effect till the end of the elections.
